Roger Williams was born in 1923 and during the Second World War served for over five years with the 48th Royal Tank Regiment and the 4th Queen's Own Hussars.

He became a member of St. Julian's Conservative and Unionist Club in 1952 and subsequently served on the committee.

In 1961, Councillor Williams was elected a member of the County Borough of Newport Council, re-elected in 1964 and again in 1967, when he was made an alderman.

In 1973, he was elected the last deputy-mayor of Newport. Owing to the seniority service rule of the new District Council, he was elected Mayor of the Borough in 1975.

His great-great-grandfather, Joseph Latch, was mayor of Newport twice - in 1835 and 1846.
